Job Description The Loudoun County Department of Health is seeking a talented and highly motivated Environmental Health Program Manager looking to work in a diverse, exciting, and fast-paced environment.
The Loudoun Health Department envisions playing a lead role in fostering a community of health and wellness.
This position will supervise a division of environmental health services and will be responsible for planning, organizing, managing, directing, and evaluating their assigned program areas.
These program areas include food safety, hotels and motels, migrant labor camps, school food, social service and day care, recreational water program, and the County Nuisance Ordinance.
This role supports the Environmental Health Manager with fiscal and human resource management, acts for the Environmental Health Manager in his/her absence, develops technical policies and procedures, and ensures enforcement of county, state, and federal health laws, codes, ordinances, and regulations.
Provides administrative review and technical supervision for the development, implementation, and evaluation of a full range of information technology projects to support environmental health projects.
Maintains liaison with other county, state, and federal agencies and boards to enhance the goals and objectives of environmental health and assists in strategic planning for environmental health and the department.
Job responsibilities include but are not limited to:
Plans, coordinates, and directs Environmental Health services; coordinates action plans developed to achieve goals and objectives; evaluates the accomplishment of goals and objectives.
Provides guidance to supervisors in handling difficult and controversial matters; mediates differences between staff and citizens, contractors, builders, and local businesses.
Ensures enforcement of County, state, and federal environmental health laws, codes, and regulations.
Confers with and assists the County and Commonwealth's Attorney Offices with preparation of legal actions and cases.
Provides information to County leadership and staff.
(Provides timely information to the Director, County Administrator, County leadership, Division leadership, and Department staff.
Responds to requests and inquiries from the public (including property owners, businesses, developers, contractors, real estate agents, and engineering professionals), the media, and other agencies and jurisdictions.
Assists the manager in reviewing regulations, codes, and ordinances to determine accuracy, timeliness, effectiveness, and applicability.
Makes presentations regarding Health Department activities at public meetings.
Performs program administrative functions including budget preparation, expenditure oversight, personnel management, and grant administration, Supervises Staff.
(Manages staff performance in accordance with county and state Human Resources policies.
Provides regular feedback.
Completes appraisals of performance.
Ensures staff adhere to all applicable policies and procedures of the department and of the county.
Ensures staff is trained and certifications are current.
Advises supervisor of challenges with staffing, workload or performance.
) May perform other essential job functions specific to the position and department assignment.
Hiring salary is commensurate with experience Job Requirements Bachelor's degree in Public Health, Environmental Health, or related field with coursework in epidemiology, microbiology, biostatistics, toxicology, risk assessment, risk communication, and/or environmental health law; five (5) years of related work experience in the environmental health field, at or above a level equivalent to an environmental health specialist and including some experience as a team leader or supervisor; or equivalent combination of education and experience Special Requirements May be required to obtain and maintain a certified pool operator license May be required to obtain and maintain credentials in VDH Certified Food Safety Standardization Officer, VDH Food Standardization.
May be required to work during County emergencies 24/7; and if so, may be assigned to a different location or asked to serve in a different capacity.
Some evening/weekend work may be required.

The check will bounce and the victim is left responsible.
